Representative Phillips moved and asked unanimous consent that the             
House consider the Senate message (page 1659) on the following at              
this time:

"An Act making supplemental and special appropriations for the                
expenses of state government; making, amending, and repealing                  
capital and operating appropriations; and providing for an effective
